Failed appeal - what next?

If I appeal on grounds b and c and lose, can I appeal again on ground a this time?

After I lost my appeal, the council has indicated that they will decline to determine any pp, and as I never applied for one, the case will never be assessed on those merits.

How long do these decisions hold - declining to determine pp or refusal to approve? After all, legislation, use of land, road layout, etc change over the years. What is relevant today may no longer be years later.
