Failed lintel? Looking for advice.

I've been to view a property that I'm considering purchasing. The area above the front door has a significant crack in it (see photo). The crack is right above the door, on the surface facing towards the ground (photo taken upwards, looking towards the sky). The home report suggests that this "could" be due to a failed lintel, but doesn't provide any further details.

Does anyone know if this crack is indeed indicative of a failed lintel? And how awkward/expensive would this be to repair/replace? The flat I'm interested in is on the ground floor of a two-storey building (i.e. just one other flat above it). I'm just wondering if it would require propping, etc. And would I need to get building regs involved? I'm in Scotland if that makes any difference.

If anyone could give me any type of ballpark figure of how much this would cost me then I'd be really grateful. Or is this defect so significant that I should simply walk away and not purchase the property at all?

Where some of it has fallen away, close to the window frame, could you check if what has been exposed up there, might be steel.

If it is steel, I would suggest that is the actual lintel, and the cracks and what is breaking away, is just mortar.
 
Can't tell from that angle, but possibly a cast-in-place concrete lintel?

Would need a photo looking at the wall as a whole to work out what's what.
