Fast tracking planning applications

Some time ago the govt was talking about offering fast track planning application for a higher fee. What came of that? Did councils, esp those in London and say Hertfordshire adopt those proposals?

There was someone on here recently who claimed that his council had outsourced the planning function, and that there was a fast track option.

I've not heard of such though.
