Faulty Gaskets-PVC window frames full of black runs off the rubber gaskets.Its not dirty rain water and doesnt come off with water.Are they faulty ?

Faulty Gaskets-PVC window frames full of black runs off the rubber gaskets.Its not dirty rain water and doesnt come off with water. Company have been trying to stop this for 18 months but have not been able to. They have cleaned it multiple times but to no avail. I have said that the gaskets must be faulty, but they are reluctant. to admit this. These lines are occurring all over the frame, which is 3 storeys/4 panels and now on the glass.

Thankyou for your reply.... Ive been knocking my head against a brick wall with the fitting company. They just dont want to admit theres an issue so I needed an opinion of someone who knows what they are talking about. Thankyou Blup
