no not if the stat is lighting up etc.

if hw on and heating off and the stat light on and you turn the stat up does the valve then open etc ?
as it is now the lever has resistance on it so the heating port closed
see if the stat opens the valve with heating off.

OK - Just turned Heating and HW off (no light on stat)
Lever very loose

Turned HW on only (stat light comes on)
Lever still very loose in all positions of stat

do what you have done again but reset the valve first.
isolate fused spur, switch back on this will put the valve in relaxed position. heating closed hw open.
heating off at programmer hw on at programmer.
valve will have resistance.
then put wall stat up only does the lever go loose or not ?

Ok - Isolated spur you can hear the valve move to relaxed position lever has resistance.

Heating off - HW on - lever goes loosealthough moving the stat seems to have no influence on resitance amount.
 
somethings wrong as hw shouldn't alter the valve from its relaxed position.

if hw/heating off at timer soon as hw switched on does the red light come on ?

also if you switch the hw on and the cyl stat is satisfied, is the light still on and boiler running etc ?

if so then its going to have to be a multi meter job.
