Faux Ragging

I went to price a job today and found that all the walls in the house have been done in Faux Ragging and finished with a glaze. The customer now wants everything back to Magnolia as they are going to rent the property out. This is the first time I've ever come across this kind of finish.

Would I be correct in thinking that I would first have to sand lightly, then base coat with either diluted PVA or Zinnser Bulls Eye and then the Magnolia can be applied?

Any suggestions would be appreciated!

Sanding then Zinsser, or oil based undercoat, there are others. Never put PVA anywhere near any surface you want to paint.
 
I would give it a good sanding and then just see if the emulsion takes, before resorting to zinssering the whole lot.
