fcu for cooker hood

I have instaled a fcu and fed the live cable from ring main to it, the cooker hood will be connected later, but the neon light keeps on even if the switch is off,what have i done wrong, also am i right in changing the 13amp fuse for a 3amp. and what cable to i use to connect to hood when it comes? Many thanks for any answers
 
You've put the supply cables into the load terminals of the FCU.

3A fuse is probably OK - depends on the rating of the cooker hood and/or what the installation instructions say.
