Felt flat roof split, with rotten OSB underneath

Hello Folks
I have a leaking flat roof, and I want to carry out a repair that needs to last a couple of years. The split has caused a small amount of the OSB to rot.
The flat roof takes foot traffic. The felt is made up of 4 layers.
Any advice on the best way to tackle this much appreciated
