FEncing directly above brick base

Recent gales have blown down existing back garden fencing which was erected temporarily in front of original boundary brick wall base.
The remaining brick base(9inches), (original boundary) is at soil level.
What I would like to do is erect a suitable wooden fencing directly above the brick base, to a height of 6 feet approx. the problem is how to secure posts on top of the brick base which will be strong enough to hold the new fencing of whatever is the strongest design.
The length of the fence is approx. 24 feet.

You can get bolt down post bases but I would be tempted to remove some brick and use concrete posts
