FENSA cert or not?

Last year the upvc door/frame of front door was swapped to a solid wooden door with no glass along with a wooden frame. A fanlight exists in the wooden frame.
Our buyers annoying law firm is asking for a fensa cert but i dont think it is needed for wooden. Any certified people to confirm please?
 
As far as I am aware

Less than 50% Glazing:
Doors with less than 50% glazing are exempt from FENSA requirements

…….although apparently it may be subject to building control.
