Filling a hole in plaster cornice

We had a pipe running through a plaster cornice, which has now been the removed (the pipe that is) and i have been left with a hole in the cornice.

Was thinking that if i fill it with filler, even layering it, over time it may come loose and fall out in a single piece?

Was thinking of filling the hole with expanding foam and them finishing with filler/finishing plaster.

Any ideas on the best way to do this?

You seem to have answered your own question really. Exp foam should be ok and finish with a fine surface filler. Just be careful how you sand it down so you don't destroy the surrounding surface and it should be fine.
