Filling around a window with damp

Hi All, any help greatly appreciated.
We are decorating the bedroom and have always had a slight problem with damp around the window. We filled around it however are still getting damp patches. We have pulled more of the plaster off and have seen advice to fill the gaps with silicone and expanding foam so currently doing that. Any recommendations as to what kind of filler/plaster to use on the now brick? See attached picture please. Thanks Sarah

Need to make sure the outside is sealed.

Then run a bead of silicone down the inside and then fill.
