Filling bathtub

Edit: I've just realised the title is "Filling Bathtub"! Meant to be "Filling bathtub holes"!!

Hi I've recently bought a house and the bathtub that is in there used to be a jacuzzi. I say used to because the previous Tennant took out the electrical element because it kept tripping the RCD, every time her children turned it on! The bath has a load of copper pipes coming out of it, where the water used to come through but, the water that sits in these pipes smells really bad! I haven't got the money to replace the whole bathroom so, could I fill these pipes with something to stop the water going down them? Or, is there anyway to have the pipes pulled out and the holes filled?
