Yes gouge out as much as you can and reseal, I recommend masking tape on the window as close as poss to the wall bar a little bit so the caulk can grip the frame, any splurge on the wall can be wiped off with a damp - but not wet rag then when happy with the finish just peel the tape off leaving a nice straight edge, you'll thank me later
