Hi

If I want to find out the commercial category class of a property i.e. A1, B1, D1 etc, is there a website or some public record in which I can look that up independently?

If the VOA web site says that the rateable value of a commercial property is £17k, is there a way I can find out what the business rates are on that on a web site?

Also, how easy is it to convert from an A1 to D1 (to accommodate a dental surgery), what factors do I need to take into account?

Ask the local planning dept for the Use Class

Ask the local council Revenue dept for the rates

Ask the local planning dept for their planning policies for the area

The Planning Portal website shows the Planning Use Classes and also shows Changes of Use Class not requiring planning permission (but I don't think that includes a change from A1 to D1 )
An architect or architectural technician would advise on what would be needed to convert your particular property. Difficult to say what needs to be taken into account without knowing the details of the property. Depends on the specialist dental equipment to be installed for one thing.
