fine bubbles / dust in gloss paint

Hi all,

I'm currently glossing a window sill and not getting a smooth finish, it seems to have a random dust or bubbles in it

I've sanded it down, used sugar soap to clean it, and then a lint free cloth to remove all the dust, but still get the fine bubbles/dust afterwards

I've even bought a brand new brush just for this, a hamilton brush

Am using dulux professional liquid gloss

Anyone any ideas where they are coming from?

i primed with dulux and undercoated with dulux also

Dulux what?

Is it oil based/ water based/ ... whats it say on the can?
Is it a new can? Is there any silicone around?

Its called "sissing" basically the paint doesnt like what its going on!!
