First Row of Redland Tiles on Roof

I am currently having an extension done and thinking of tiling the roof myself. It looks fairly straight forward (Yes I know it's an art) but I have noticed that there is mortar on top of the first tile, holding the second one down slightly. Is this common practice?

Are they just bridging the gap. Its seems as if the very bottom truss is at a slightly shallower angle than the second. Is this why?

or is it because of the angle, if someone steps on them they may snap in half?

If you look closely, the bottom eave tile has mortar in between the tile and the one above it

Someone has actually just said it may be to prevent the eave tiles lifting in the wind

It's to make it harder for People In Kent eys to nick them

I have never put cement there, the first baton should have been thicker.
