Fitting a washer dryer or running elec to shed

I own a property with condensation issues, it is highly likely the majority of the conensation being caused by tenants placing damp items on radiators.

I am looking into the feasability of me either supplying a washer/drier in the kitchen or running power to a shed to allow the tenant to install their own drier in the shed. (There doesn't appear to be sufficient room to fit a washer drier and separately in the kitchen.)
The run from the kichen to the shed being approximately 3 meters across a block paved yard (I would be reluctant to dig up the block paving to bury an electrical supply cable.)

I am also toying with idea of fitting timers to the kitchen and bathroom ventiation fans to ensure they run for a minimum time after being switched to the off position.
Any thoughts on these options or other ways of reducing the effects of condensation would be greatly received.
 
You aren't allowed to do external wiring. You need a registered spark.
