I'm getting a new electrical feed into a flat i'm developing, i've spent the best part of a week trying to get somewhere with the utter sh!te Scottish Power to have a new meter fitted but am getting nowhere

Can other companies do this or does it have to be via a supplier ?

How much am i likely to get ripped off for the pleasure assuming i can ever gt through to anyone ?

Energy companies are an utter disgrace they way they treat customers. That whole market needs a serious re-think

if it's a new supply, then yes you will need your supplier to fit you a meter.

If it's a meter for a sub main (say to one flat in a group of 3) and there is already a supplier meter installed and you want to privately meter the flat, any electrician can install one for the flat
