fitting new rad

I am trying to fit a new radiator. I have turned off one valve, but the other one is a Valiant trv and just has pin in the top, I assumed this would turn off automaticlly if I took the control off or set to 0, but the water keeps coming through, any suggetions would be appreciated.
 
With the TRV head on and set to zero it should stop the flow. With the head off it will be fully open
If you still get a dribble of water through it when set to zero theres some debris stuck in it or ar least faulty. So all you can do then to avoid a major operation is to fit a cap end usually 1/2" bsp over the end of the valve.
