What is the required depth for installing an external water meter for a house, is it 750mm?

Yes, that should be the minimum depth for the service pipe, therefore the meter.

Water Companies are starting to favour above ground meters, that can be read by remote control, It means they do not have to enter a property to read the meters.
Its a time waster and costs money lifting a lid up to check water consumption

Worth checking with your Water Company First.
