Fix sunken floorboards

Hi,

We found this nice surprise under the carpet in our new flat. The floor is a bit sunken around the filler (is that screed?).

How should this be fixed properly? I am not going to do it myself, but I would like to understand.

Pull everything back, dig that cement out and you will be able to see exactly what you are dealing with, hard to know until you can see the full extent of what's been done.
