Fixing a newel to a wooden floor, hardware?

We want to install a square newell post on our landing, there used to be a wall which the wife wants replaced with a newel post and glass panel.

I am looking for a means of attaching the newel to the floor, I have found this on an American site, http://ljsmith.com/assets/files/pdf/3006.pdf but cant find anything suitable in the uk.
Is anyone able to point me to something suitable please?

Can you take up a floorboard and screw the base of the newel sideways into a joist?

Unfortunatly not Richard, there is only the top of a block wall to work with. The joists wouldnt be central to where it needs to go.
