If I am right (not unknown) then the water is coming from your broken drain, and the plastic sheet will do nothing to stop it soaking into the ground and your cellar wall and floor.
Ye I don't know if the drain is damaged currently. The damp in the cellar is not a major issue. It's mostly fine but there is a puddle down there after heavy downpour. Worth noting that the incoming water supply comes through the cellar wall from the ground at the front of the house and was never properly sealed. If the drain is ok, would the membrane still be an option?
That tape stuff will stick the polythene to the brickwork for about a week, then any rain running down the wall will get behind it.
Just get rid of the concrete, do your stones and sort out the pointing. If more water is penetrating in the area around the drain have a dig around to check it.
