Fixing outside air vent to wall?

Good morning all. Can someone tell me the name of the silicone type stuff you would attach an outdoor air vent cover to the wall with?
 
Brass or stainless screws and plasplugs

Unless you want a horrible bodge.
 
It was on with some type of silicone before. Looked perfect. I had to take them of to do some work tho. Need to get them back on
