Fixing the weak velcro on electric leg massager

Thought a sewing repair shop could attach hooks or new velcro sewed on to improve the weak velcro which cones apart when leg massager starts up. She said as it's electric she can't attach metal hooks or sew into it as it's electric and dangerous, is this true?

How can I make the now weak velcro hold again?

Hook and loop cleaning brush if it's just fluff and threads in velcro. That can fix if it still in good condition.

Other way is glue on new velcro.
Buy some heavy-duty velcro and glue fabric glue which you can buy online or at hobbycraft.
