Fixing Unstable Driveway Slab

I have a driveway made of granite slabs, and one of them is very unsteady, wobbling from side to side - I was wondering what kind of materials placed under it would be the best to stabilize it. I have quite a bit of spare 14mm gravel chips that I could use - or should I be using some kind of 'aggregate' such as ballast, pea shingle, sub base and so on - would these be more suitable than just using the gravel ?
