fixing upvc doors and windows

When fixing upvc windows and doors, with fischer fixings, should I tighten up against the first piece of the side section , or tighten against the inner section useing a slightly smaller fixing then cover the first hole with a white cap?......duraflex units.
any advice .......thanks.
