Flaky paint and plaster

Hi Iv got a new(ish) build house that's plaster boarded and dry lined .Just wondering whats the best course of action where my paint is pealing around the radiators and the plaster is cracking on the ceiling. Also does any one know what may caused it?

It could be the heat that's making the paint flake above the radiator, or someone's put emulsion onto a dodgy surface. The area on the ceiling looks interesting,, just a pity you couldn't put up a closer view of it. Rub you fingernails over it to see if it sounds hollow.
 
yes it does sound hollow mate its bellow the bathroom you dont think it could be water causing it do you?
 
If there's a bathroom above that area, then there may have been water damage caused in the past, and the ceiling has not been repaired properly. I'm only guessing!!! It looks to me, (from a distance) as if the area has been repaired/worked on, and something has gone wrong with it after the repair,,, maybe bad prep involved. Was it like that when you moved in? I wouldn't worry about it too much though, it would be an simple enough job for a plasterer to repair. The main thing would be to ensure there's no problem from the bathroom above.
