Flap Valve Not Closing Fully

The flap valve on my close-coupled wc seems to have started to stay slightly open. This causes a constant flow into the pan.

I can't see any grit or scale stopping it from closing. What might be causing this, and how do I mend it? If replacement is the only answer, do I need to remove the cistern?

Worried that the continual flow into pan and out into stack will freeze the stack.
 
Bahco - The flapper valve in the bottom of the cistern.

Compheat - Yes, and yes
 
A flap valve is a non return valve

You need to take it out of cistern and check why its jamming, I've got one one a job at the moment were it keeps sticking for no reason :( just going to have to replace it.
