Flat roof cold/warm roof.

Flat roof cold / warm roof can i insulate under roof boards which get warm in summer aswell i should add the rafter depth is 300mm should i creat a cavity below the roofboards and install a vapour layer in the cavity ? from what i can tell having installed the roof boards, the roof felt and roof
slats must be attached.
