Flat roof extension insulation

I recently moved into a house that has a flat roof extension. The windows face NE and its very cold when the weather is frosty. I suspect a lot of the cold comes down from the flat roof as I think it was built before modern day insulation requirements. Is there any way I can insulate inside the space between the ceiling and the roof? Ray

Not unless you take the ceiling down,put in insulation then renew the ceiling,

or

put in a lower false ceiling with insulation.
