Flat roof with EPDM

I have a new flat roof installed by a sub-contractor of the main building firm. Unfortunately I don't know who they are. The membrane is moving quite a bit in the wind and I really don't think this is right and will reduce the lifespan of the roof. I have attached a video showing this wind uplift. Any thoughts on if this is okay? How do I resolve it?

Doesn't look like the adhesive has taken - is should be stuck to the ply below.

Looks like a lovely location you have there by the way.
 
The roof is fitted to the insulation below and not ply. From what I can find online this appears to be acceptable. Unfortunately we were on a short break when the roof was installed but I think it is mechanical fixings, not adhesive?

That's not stuck down and it should be. It will need re-doing, and don't pay for it until it has been.
