I have a monoblock basin tap grohe were the Flexi tails are pre fitted. They turn when twisted but don't tighten or un-tighten. Is this normal?

It's most likely that the tails are deep in the body of the tap, there's usually a solid piece screwed in the tap somewhere.
It doesn't matter if they aren't tight, they seal on an O ring anyway.
