Flooded via soil pipe

We flooded slightly in the recent deluge. The water didn't get above the door thresholds but appears to have risen around two of the soil pipes which go down into the floor. One of the pipes is easily accessible the other is buried in an external wall with an external blockwork protrusion which I guess could be broken into. Both are in parts of the building where the original damp proof membrane is suspect anyway.

1 - Is it realistic to fix this?

2 - If, instead, we built some form of flood defence that kept water away from the house wall would it still enter the same way?
 
it seems as though the floodwater has taken the easier route, as water is prone to doing this. the disturbed ground in which the drain run is located offers an easier route for the water to follow than virgin ground.

packing concrete immediately around the the point at which they exit the floor will probably help. i would suggest digging down about a foot and plugging with concrete.
