Our floor has always been cold. Now I know why. There is no insulation, only a plastic membrane between the beam and block subfloor and the 8mm of screed.
The outline planning permission was 2000, the build (I think) commenced about 2002 and it was signed off by building control in April 2004. It was a self build and is covered by an insurance that expires in 2014.
I know that insulation regs have gradually changed. Does anybody know what the floor insulation rules were in 2002 or have a set of plans/specs from 2002 that can tell me.
I know I can get the plans from the local authority but I want some info before I open a can of worms.
If there were regs at the time surely I have a claim for rectification against the Local Authority for incompetent inspection, and/or the Insurance Policy.
Does anybody have any knowledge/experience.
