Floor tile preparation with PVA, mix ratio?

I've read the sticky, but can't find an answer.

I'm laying Wickes floor tiles onto a new concrete floor. I always thought you should PVA the floor first, question is what mix for watering down the PVA & do I let it dry completely, or just start to go tacky?
