I live in an old victorian builidng-converted top floor flat. Its been very windy today and when the wind blows, my floorboads and sofa and me bounce up and down- Should I have cause for concern? ie. move out quick? Or is there another logical? explanation.

Probably not a lot you can do about it in an old building. Well, not without a lot of upheaval anyway. Modern buildings have lots of extra bracing to prevent that sort of wind stress but that has to be built into the structure before it's covered up. It's not likely to cause any issue beyond it being a bit uncomfortable.
