flooring underlay question

i am moving to a bungalow on friday. the property concrete base.
at present there is a carpet in the area where i want to fit engineered wooden flooring
i haven't had a chance to look yet until i move in to see what is under the carpet/underlay and on top of the concrete screeds
the EPC shows that an improvements can be made by insulating the floor and other things
i see there is an underlay which has foil on the top side to stop heat loss
may i have advice please as to what may be the best choice..with the info so far

With respects: first lift all the floor coverings and then pic and post the surface of the concrete slab on here.

When was the concrete laid?

Any reports of damp in the mortgage survey?
