Flouresant Light

What is making my flouresant light flicker.The light is on all the time but you can see it flickering slightly.
It has done it since I bought a week ago

This often happens with new fluorescent tubes, and is due to the mercury vapour and low pressure argon gas within the tube swirling around as they are heated (slightly). The effect diminishes as the tube ages.
 
It is not very bright ,compared to the other one and they are both the same rating. I have put this tube into another fitting and it is still dull . Sounds like a dud tube to me .What do you think
