Flue fire stops

Why are twin wall flue fire stops vented metal instead of close fitting fire board? Surely fire would be drawn through this area of the ceiling?

I thought that the vents are so that air can circulate within enclosed spaces of the twin walled flue (IE when boxing in in a bedroom), or within the enclosed space between ceiling and floow, but that the vents are designed to close up if excessive heat forms (like from a chimney fire.)
Having said that, there seems to be a mix of vented and non-vented fire stops about, depending on what make of flue system you use.
All a bit of a mine field if you ask me.... :!:
