Flush valve stuck

Hi
Should this valve twist anti clockwise to come apart. I have tried and it moves a little bit but I don't want to force it and break it. I want to check the seal as water is constantly running down the back of the bowl.

Not overflowing because it keeps filling?

Modern toilets overflow into themselves vs out a pipe.

Thank you for such a quick reply! I don't think it's overfilling it's more likely to be the seal. The video has been a great help so thanks again
