My neighbour has recently had a compost bin put down the bottom of her garden. Now the garden is swarming with fly's

What -if anything- can I do to keep the fly's down

You need to find out what she is putting in it because normally the only fly you would get are fruit flys which would not be a problem as they would be contained within the bin.

If the flies are blue bottles then you seriously want to be asking questions of what they are putting in it !!

Cat food can cause this problem
