ballcock on your cold water storage (big) tank in the loft.

go up and push the arm slowly down and let it up slowly. you should replicate the noise then. simple cheap job.
 
It's easier to change the whole thing as it can be the plastic internals that are worn out. It's straightforward to replace as long as you understand the basics of undoing and remaking joints. You may need a replacement washer for the mains connection but I couldn't tell you what size it is, I know it's 1/2" but it's a skinny one to fit over the end of the stopcock. You may get lucky and have a compression connection and just. We'd a smear of paste on it.

Why don't you also suggest using ptfe instead of the washer too :roll:

No need to muddy the waters (unless the coil as taken a dump)
