This is a warm air system based on the 1905 boiler which was built for coke and then fitted with a oil burner and how has a 200 kW gas burner.

The warm air side is currently by convection only although I want to add a fan to improve the efficiency.

The answer is that from 5 pm to 6 pm the outside temperature is cooling the internal air faster than the heating can increase it.

By 7 pm onwards the internal temperature was increasing again and after three hours reached about 15 *C. Still pretty cold but at least comfortable for people dressed for the outside.

Ah, so you don't know the answer!
You are assuming the effect of the heating system, and the drop in outside temperature.

The information you have, as given to us, is insufficient to reach the conclusion you have!

Change the time of the service and tell the congregation to wrap up well
 
fit a nice new suspended ceiling....about 8ft from the floor.
that will keep them warm
 
Its a massive building and presumably listed so no false ceilings are possible.

Its mostly used for jazz concerts and the like which pay well to use the building. The services are only for a shorter time and for which the heating is less important.

Its an interesting problem and when I add a fan I hope to get a lot more heat out of the warm air unit. The heat exchanger chamber is about 16' long, 8' wide and 5' high. I have to crawl into it sometime when its off to work out where the intake is.
