I've had an Escort previous to this which had a great heater, but this is truly awful. Asked this question on another website, so i'll just paste it here into a quote...

I've a '99 Escort 1.8 TDDI Finesse. My heater only blows out VERY mild heat. The thermostat has recently been replaced, the engine gets to temperature fine. I've been told to flush the heater matrix as the next step, as my mechanic said taking the entire dash out was not worth it. I have the haynes manual but can't find the 2 pipes to be flushing. Should i even bother with this? If so, where are these pipes?

i had a similar problem on an older escort and never managed to cure it,changed the stat, flushed the system out and even took out the matrix to flush it out but the problem remained,if your coolant has always been in good condition then i dont think the matrix will be blocked,i would check any small hoses that are connected to the header tank though as these are prone to blockages and do cause circulation problems, worth taking them off and blowing them through
