Full plans = 3x price of building notice, or something like £700 vs about £250 (from memory) for building notice.
So easy choice really, submit a building notice and then just agree stuff step by step with the BCO. Apart from him being a complete sadist and wanting me to dig 2m footings it has worked out OK so far!

No, cobblers, in fact LA's now charge more for a Notice than they do for a Full Plans submission. eg http://www.canterbury.gov.uk/main.cfm?objectid=177
