I'm building a block garage a double skin with a cavity 5.5m x3.5m it's mostly for keeping dogs in and tools, now
Do I have to put foundations in or can it be built on a concrete slab

Foundations, if you want it off a slab it would probably work out more expensive. and put some insulation in the floor so the dogs have a bit of comfort.

A slab (or raft) foundation for a detached garage is OK but please go to the trouble of using a step in the slab at the perimeter as not only will it look better, it also helps to keep ground water out and is the only proper way to build it with a cavity wall.
