I have bought a small fountain for the garden.
It has 3 tiers and the bottom one contains the pump.

It is made of a light concrete material.

Question is should I drill a hole at the bottom of the fountain for
the pump flex to go down and then seal with silicon to hide the power
cable?

Also should I silicon the tiers to stick them together or
will they be ok left standing on top of one another?

Did it not come with instructions on how to assemble and wire it?

Can't picture what you mean about the hole and flex, but silicone sealant is pretty much guaranteed to leak.
 
I did what you said and drilled a hole and never had problems.

I would cement the pieces together as it's the best way to get each tier level and running good.

a couple of years ago but I also used to make fountains out of concrete and fit them this way and never had any complains.
