i want to fit new pvc french doors and the builder who is making the opening in the wall tells me that he cannot go beneath the level of the damp proof course. This means I would have a step of 17mm from my kitchen to go out which I dont think is child friendly. Can someone please tell me if my builder can go beneath the DPC level ?

Your builder is right, breaching the dpc could no doubt be done at extra cost and risk of leakage. Kids will cope stop being an drama queen.
 
She'll have to step over it then, 17mm is nothing, its not she's having to climb over a wall, go below the DPC at your own peril
